Honestly? Probably DMC2. I've never heard anyone say a good word about it.
DMC 2 would be the obvious choice, but ToS2 is a good one as well.
I've got a lot of love for Super Mario Sunshine and Splinter Cell: Double Agent.
For me, I say City of Villains.
I will only go with Chrono Cross (almost every other horrible sequel didn't end the series)

You are so wrong, I can't express how wrong you are in words. Zelda II is the best Zelda ever. You just aren't hardcore enough to beat it.
Now, if you want to talk about a bad sequel, go figure out what came after Sonic & Knuckles. I'm sure it was horrid and Sonic has never been the same since.
*goes off and lives in fantasy world with the rest of the real hardcore gamers*

Any sequel in the Command&Conquer series since EA took over.
