What is the difference between user rating and review rating?

And it would be nice if we could see the one that counts from within the review, so we don't have to go on a detour to see it (like when you go to a review from someone's profile, you have to find your way back to the review selection)

Someone got pissed that I gave diamond a 9.3.. My user rating is really low now

Is there an eventual plan to be able to see all the reviews that a person has posted?
