Don't get me wrong, the level editor is a lot of fun and it's a genuinely good game but it's hard to find a good level out there in the community. You have to wade through a lot of crap to find the good levels and that just takes away a lot of the fun.

A search option was added a while back for the community levels.
You go to 'search' choose 'highest rated' and most of the best levels are right there.
OT: Valkyria Chronicles sounds like it would be the game best suited to your particular tastes. It would also probably be the safest bet, given that you've already played it and enjoy the gameplay.
Killzone 2 is very enjoyable, but some of it's vaule has already been detracted in a sense if you're not interested so much in the singleplayer (which is a great experience). Online, it's more hardcore then COD and with a steeper learning curve.
LittleBigPlanet. The singleplayer is excellent. The multiplayer is great too, but I find connecting with randomers can take a long time. Having a few people you know with the game on your friends list is a big plus with LBP. If other games haven't managed to entice you into constructing things with the level editor, neither will LBP.
