I think microsoft can, and obviously will deliver on this promise. We're barely mid-way though the 7th generation console wars, and everyone knows that graphical power from the beginning of a console war, is always pitiful in comparison to how the graphical power of the consoles are at the end of the console war.
However, I can see sony being able to push the PS3 slightly farther in terms of power and graphics over the xbox 360. In the end though, they are both HD consoles and the difference between the two of them in terms of graphics will be so insignificant that the average consumer won't really care.
