Yes you are. Only one game will have M+ bundled and that is WSR.
The rest of M+ adapters you will have to buy separately.
I think it'll happen--like you said, they'll be keen to stay away from the travesty that was the sword controls in the first game. They were also the only dev to have Motion+ kits before Nintendo announced the add-on.
Nintendo will also need a big game to market to the core crowd. No matter how good the jetskiing and sword-fighting modes are, they'll be automatically labelled 'kiddy'.
I'm sure Ubisoft would be all for that but I don't see Nintendo doing it. Afterall they could just have easily allowed Shaun White to have a BB bundle or CoDWaW have a zapper bundle so the more 'core' players could get the peripheral without having to buy a game they weren't interested in to do so.
One game in Japan/Korea only is hardly representative of an overall change in Nintendo attitude. If it was a Japanese company (SE, Capcom) maybe they'd do it.
While I'd love to see a RS2 bundle, I'd also love to see a Conduit bundled with Wii Speak (which desperately needs more support) but I'm not expecting either. (although stores may bundle)
I wouldn't think so, but Nintendo once pledged to treat Ubisoft like a first party studio, in terms of the kind of access Ubisoft gets to Nintendo's inner workings, so it is possible

I'm really torn, on one side you make a very good argument. Certainly Nintendo knows that the key to success is market penetration, which may mean bundling beyond just Wii Sports. On the other hand I would agree wtih the above who have pointed out that Nintendo doesn't have much of a track record bundling with 3rd parties. So I guess I give it a 50-50. I would say if Ninty sees strong uptake of it before RS2 then they will more than likely skip it. If on the other hand they feel they need to get M+ into more homes I think they will make a deal with Ubi.

The analogies to the Balance Board being made in this thread are not appropriate because the BB comes only with Wii Fit (not sold separately) and only one is truly needed per household.
Meanwhile, you need a WM+ for each gamer, so having different ways to get them would be good. And if Nintendo is doing third-party bundles in Japan, it might do them elsewhere.

Bingo Mike. Not to mention that so far there's only been one other game that REQUIRES the board (RRR:TV PARTY) and having two games bundled with a peripheral you can only use one of makes no sense whatsoever.
But what Nintendo is trying to do now is unprecedented. Halfway in to their console's life cycle they're not only releasing a new peripheral, but attempting to make it the new standard. There are going to be a lot games that are only possible with the Motion Plus, or at least that's what Nintendo hopes will happen. Do you think Lucasarts is going to make their M+ lightsaber game if they also have to program the game to have a non M+ mode that doesn't work well? I really can't see Red Steel 2 being anything but Motion Plus dependent. And a game like that just won't work if it can't be assured that everyone who plays it will have the device.
RS2 will be bundled with M+ because both Nintendo and Ubisoft will need it to be. It isn't about generosity on Nintendo's part, it's about doing what they need to do to succeed.

Well Mike makes a good point. However there's not even a release date for RS2 yet. IF they bundle it'll have to come like Animal Crossing where you can get it with or without the WM+ because a lot of people will have already gotten one or more WM+s for other games (WSR, EA Tennis, Virtual Tennis, Tiger Woods)
If RS2 was releasing at the same time (or prior as in the case of RE:UC in Japan) as Nintendo's pack-in game then maybe but months later - not likely.
