Maybe Oblivion is too complicated for an 11-year old, but that is what I'd recommend.

Nuffin beats the combination of sandbox + RPG.

Well I never understood why Bully: Scholarship Edition recieved a 16+ rating. I'm sure he could convince your mother, when he says that no one in this game can be killed and the only weapons are rotten eggs and such stuff.

I think he would love it. It's right from Rockstar Games !

forza/NFS would be a good addition
