x360 help for my little brother

Maybe Oblivion is too complicated for an 11-year old, but that is what I'd recommend.

Nuffin beats the combination of sandbox + RPG.

Unfortunately it has a 16+ rating in Europe and you should know that

 

In the game you have the power to kill everyone in the entire city !!! (At least theoretically ^^)
