At least CoD2 and CoD3 sold much better in USA than Europe so I don't think that is the case.

Call of Duty: World at War covers the war in the Pacific and the Eastern front. The only Europeans who would have any nostalgia for the battles in this game would be Russians.

Good point on FIFA 09, that raises the minimum, but it can't be as high as 677k as that is more than 3x COD4. I think if it was closer to 3x than 2x then they wouldn't have said "more than 2x COD4", but "nearly 3x COD4", so I think that narrows it down to between 479k and 555k.
