No, it wasn't. Soul Calibur II sold most on Gamecube, as did Beyond Good & Evil. I think Splinter Cell sold most on Xbox.
There are more examples.

And don't forget that PS2 completely owned last gen from the start. And that CoD 4 was not on Wii.

But no denying that CoDWaW is very bad on Wii.

we knew that the Wii version wouldn't do much, but the sales seem to be bad, maybe we should see if it has legs for some time... (like Star Wars Force Unleashed)

also, how could you expect it to sell on Wii, COD4 was not on Wii, also a hell of other shooters....
