That's what I think too...
Ruby and Sapphire were the worst.. had the worst Pokemon and Hoenn has no Nighttime in it o_O

As people have already pointed out, that order is valid from a casual gameplay perspective. Hell, I didn't even know competitive battling existed during the first two generations, so I just had blissful fun. However, I agree with the competitive battlers here that D/P is by far the best in multiplayer. Gamefreak really mastered the gameplay, adding many options for team building and strategy.
Something I find humorous is the gradual progression of Gyarados being one of, if not THE most useless pokemon in existence, to being one of the most powerful leads and overall pokemon in the standard metagame. Its stats never even changed...the changes in gameplay more or less caused that massive shift.
@ SmokedHostage of your list Electivire, Yanmega, and Tangrowth are actually quite interesting pokemon that add more to the game. Yanmega and Electivire have very interesting abilities, too. I don't know why you wouldn't like them. The other ones you listed I understand though (though Rhyperior's crazy stat distribution really makes me want to find a good strategy that incorporates it...).
only Pokemon game I haven't played was gold and silver... hoping for a remake from Nintendo on the DS -_-
GSC were the best. I loved the day/night thing and the different days of the week, the radio, option to go back to Kanto (even if it was gimped), and everything else. It was just so much fun.
Pokemon Red is still an unbelievable game, and my favorite in the series. (I guess Blue kinda counts)
My Games of 2011:
The Legend of Zelda: Skyward Sword
Elder Scrolls V: Skyrim
Super Mario 3D Land
Uncharted 3: Drake's Deception
GSC easily has the most features that i want to come back in future games (a day/night system that actually changes things, able to access past poke areas, etc) but for me my fave is D/P. for several reasons
the type split of course, which allowed far more interesting pokemon then before
pokemon with exclusive moves (most legendaries have some unique move, along with moves like aurasphere - exclusve to only 2 non-ubers)
exclusive abilities (big fan of electivires motor drive)
battle mechanics introduced in r/s as well (yes, im a double-battle whore)
others that i cant really remember right now...
still - a remake of gold/silver that used the new battle mechanics would be so great...
um..stuff
