It's pretty much 100% certain. The game looks great, and will attract a substantial proportion of those that bought the first game (and remember the thriving 2nd hand market means many more have bought and played it than sales figures suggest). Add to that number all the new people who will be attracted to the heavy advertising, previews, and solid reviews, and you have a recipe for a surefire hit. As long as the game is of decent quality, and it seems it is, it's as certain as things can be that it will outsell its first iteration.
I think it has a very good chance, but I doubt it'll outsell it by that much, if it does. There are so many shooters coming around that time, so unless CoD5 and Killzone 2 turn out to be crap, it will have rough competition. The first Resistance had the advantage of releasing with very little competition on the PS3, so things are different this time around.
of course MGS4 will sell 5 million. its only been out a month or 2 and its already sold 3 million!
And back to the point - RFOM2 will sell more as its been hyped dramatically and there are now more PS3 owners to buy it.

R2 will outsell R1, thats certain. R1 with the popularity ithas, low price and the even higher popularity boost it will get after R2 could sell from anywhere between 3.5-4 million LT.
R2 could easily break the 5 million LT and thats a lot...
Halo killer? Not, but it shore did more than Killzone...
