RSII's graphics are better than Halo's. Halo has good graphics, but nothing that really impressed me. There are quite a few early games on both the GC and X-Box that had better graphics than Halo in my mind
Factor 5 did not start up production on RSII until about 8 months before the Cube launched. Just watch the dev video in the game where they talk about this(and Nintendo asking them for the game to be ready at launch). They did mention that they had a bit of a headstart because of RS1 and BFN, but it's still impressive.
I don't think the fact that Red Steel did not deliver has anything to do with devs taking FPS's seriously on the Wii. Any modern system will have plenty of FPS's released throughout it's life cycle - even the Cube had quite a few of them. Devs are gaining a better understanding of the Wii and how to use it's tech as time goes by. Although it's impossible to prove or disprove, I'd bet money that The Conduit and Call of Duty would still have been made if Red Steel had never existed.

Your points are well taken... I was only illustrating the point that since Red Steel was the only initial FPS game designed exclusively for Wii (all the others were quick and dirty ports... Far Cry, CoD3, MoH Vanguard, etc... all PS2 ports) and because it underperformed (critics wise, not necessarily sales wise) alot of big developers held off on developing new FPS games or bringing their flagship titles to Wii (Wii didn't get a version of CoD4, the biggest selling FPS of '07, but that's prolly for the better).
We know The Conduit would have been made anyway since the developers cited lack of quality FPS games on the Wii and lack of 3rd party comaties putting any effort into their Wii games, and CoD5 is being handled by Treyarch who did the GC and Wii versions of COD. The Conduit's existence alone will probably open the floodgates for FPS's on the Wii, lord knows the 360 and PS3 have enough of them already. I think Red Steel 2 will be vastly improved from its predecessor, the only downside being that when it is eventually released the competition will be alot tougher, and it'll have alot to live up to.
And yes RSII's graphics are indeed prolly the best of the first wave of GC/Xbox titles.... its pretty sad that nearly 7 years since its release I can pop that game into my Wii and it instantly looks better than 95% of the Wii's current software library, with Prime 3 and Galaxy and a port of RE4 being the exceptions.
