If any game has a chance of making RTS more popular on Consoles, it is Halo Wars.
But I fear that most of the sales will not be because it may redefine console RTS, but because is the Halo franchise. Just the name "Halo" gives hype to the game
From what I've seen of Halo Wars I don't like the control scheme. I think the best control schemes I've seen thus far for a RTS on a console have come from EA with C&C3 and C&C3: Kanes Wrath. I will still try to reserve judgment until I play it though.

Look at Ensemble's previous work - AoE, AoE2, AoM, AoE3 -> all of these RTS games require players to be constantly doing something.
Villages/Settlers should also be qued.
You should be constantly watching for when resources are about to run out, to move your units to next resources.
Relocating your settlers based on what resource you need. gathering the resources needed to age up or research an ability and gaining ONLY that amount -- excess resources means your going to lose.
You should constantly be micromanaging your units.
Constantly exploring the map.
Using units to break the fog of war / let you see what your enemy is doing - what units they are building, their weaknesses.
Finally these games are either very fast (within 10 mins ...) or very long ( 1 hour or more). Consoles have the weakness of controls. It should take me 1 sec to move across the map - instead consoles take 5 or 6. It should take 1 sec to use hotkeys to do specific tasks, consoles limited buttons limit this... etc.
Whats my point? Halo Wars will either be overly simplified eg. whomever builds the most of unit x wins. OR it will be too slow thus making the game boring. In the end im sure Halo wars will make an excellent PC game and im afraid that RTS games are just designed for the PC... not consoles...
If MS releases it alongside a WiiMote knockoff, it has a chance to show RTS games can work on consoles. After all, you have the Halo name and Ensemble studios developing the title. That's a damned strong pedigree.
Honestly, I never see an RTS working well on a dual analog setup. It's crap for that sort of game.

I agree with the x-remote comments, as much as it's a rip-off of the wii-mote, the 360 will have some great uses for it with FPS and RTS games.
I also think using voice commands would greatly improve RTS on consoles as well, even if it's just for queueing stuff to be built, it's another way for input, and since many 360 gamers already have a headset, it's a prime place to try it out.

I will buy Halo Wars. This might really be a great game. But I can predict that some guys will call it a flop, because it just sold over 1.5 million or something, which isn't great for a halo-game, but really awesome for a RTS on a console.
