Not really, unless you assume that most Japanese 360 owners either already own a PS3 or purchased one for MGS4.
Tecmo has a really bad name in Japan now. Not only was some nut job who stabbed a bunch of people caught with a copy of the DS Ninja Gaiden in his bag (all publicity is good publicity!!), but then there was the Itagaki fiasco.

They would at least had a tiny chance when releasing it on the PS3... unless it was 2 weeks later after the MGS4 release.

It wouldn't surprise me at all if most 360 owners from Japan own a PS3 as well. They are the ones that are really really into gaming. When a game is released on PS3 and 360 (like DW), the 360 version tends to suffer even more.

By that do you mean the company failing to pay promised bonuses and also failing to pay OT to roughly 300 employees? I'd say that was more Tecmo's fault(management) and not Itagaki's nor any other employees fault.
OT: Anybody who thought NG2 would sell hundreds of thousands of copies in Japan(e.g. compete against MGS4) was fooling themselves.

I was expecting a bit more for both ... but maybe the late MGS4 buyers affected sales :? Maybe at the end of the week SRW will be able to get in the 80-100k region :)
