Sorry, I missed your post before. You have full 360 degree control of the camera in the horizontal axis, and a smaller degree of freedom in the vertical axis (I think it depends on where you are for the vertical axis). In Ninja Gaiden Black I have only seen one place so far where the camera was fixed, and it wasn't even a combat area (the church altar in chapter 6 for those who have played it).
Besides the manual camera control, you can also press the controller's right trigger which does an automatic repositioning of the camera, I don't use it that often but many people use it instead of the manual control.
I think the reason why people still complain even with those two options is that this game has very fast and demanding combat, therefore the camera would have to be really perfect to enable you to focus on the combat only. Also, you are often circled by enemies, which means the farthest enemies can do a quick attack which is hard to react to in time (although IMO that's part of the gameplay; you have to be in the right place, and reflexes are very important).
My opinion:
In Ninja Gaiden Black, it sometimes happens that the automatic camera could be better positioned, not sure about Ninja Gaiden 2 because I haven't played it that much yet. The camera may not be as good as it could be with a better positioning algorithm, but it's not nearly as bad as some reviews make it seem.
