I have to agree that Megaman II has the best soundtrack on the NES, I just mentioned Batman because it is one of the best movie based games ever and it is very underapreciated

Best-sounding is easily the Japanese version of CastleVania 3 (Akumajou Densetsu/Demon Castle Legend). Having a custom sound chip makes that a lot easier to pull off, of course.
