For the same reason why there is a Famitsu-X360, for whatever reason that mag exists... Actually, there is a Shonen Jump mag that posts various news about videogames and its mascot is that pirate wearing a white mask. I thought you were refering to this one.

Comparing all the vids I watched, ToS2 looks better than ToV hands down. It´s more fluid, the fighting looks better and the characters have much better voice-overs. It seems they put more effort in it than ToV. It could very well become part of my favorite Tales.
