It is. Pretty much every new game that "runs on the Steam Deck" utilizes FSR to achieve its 800p target.
For example, the Cyberpunk 2077 Steam Deck preset uses FSR 2.1 Balanced with a target resolution of 800p but an internal resolution of about 530p.
The framerate at those settings fluctuates between 28-40fps, hovering around 35fps.
The Steam Deck preset has similar graphics settings to the Series S and Switch 2 versions of the game.
FSR doesn't work very well at low internal resolutions, so they probably couldn't go too much lower than 530p without making the game look horrible. DLSS 3 and 4 are much better upscalers at lower resolutions (and in general.)
There is also the matter that the Switch 2 is rumored to combine DLSS with DRS (Dynamic Resolution Scaling) so the 360p internal might be a lower bound in heavy scenes.
