Your suggestion is stupid and you should be ashamed for making it. You suggest that every third party should have to pay a higher price in order for AAA third parties to be unable to cheap out. What we would get with your dumb idea are two things:

1. Smaller third party companies would more commonly refrain from offering physical versions when they have to pay for 32 GB cards despite their games fitting on much cheaper 8 GB cards.

2. AAA third parties wouldn't automatically use your suggested minimum 32 GB cards - although 64 GB as a minimum are in play here too, making your suggestion even dumber - because there's still the option to go digital-only with their games.

That's why your suggestion is so stupid that you should be ashamed for making it. Your intent is to get more true physical games next generation, but all you achieve is the exact opposite. That is what happens when you convince yourself that a third party problem is a console manufacturer problem when that is absolutely not true.

It's exactly the same thing. It's a record of achievment for doing something in game and a score is attached, PS's score is more in the background but the numbers are available if you wanna look them up. 

The goal of a modern game is not to get achievements.

There is no goal, never has been in gaming. There is a series of different goals like roll credits, prestige in MP, 100% or Platinum. Platinum fits as well as any other of the goals, rolling credits is just most popular.
