Its easy to say this but lets be real, there were no reason for the GOP to submit. Each played their hand but when you are really powerless what concession were the GOP going to give when right now they have all the power. As Mike has shone, he has no plans to even bring up the subsidies in the House so without any vote or discussion, there were never going to do anything about the issues they cut.
I guess the key is did the shutdown cause awareness on the issues at hand enough to sway votes for the Dems or did it just hurt their chances when the mid terms happen. Will they use this moment to show that the GOP had absolutely no intention of negotiating with the Dems when January comes around, thus using Mikes words against him and the GOP words of negotiating the subsidies in December as lies and try again or will they kick the can down the street once more.
At some point you have to cut your losses and believe this isn't something you are going to just win in one attempt. At some point if what you say will cause harm, than harm must happen or why would the general population believe in what you say. Is this a battle solve in one move or is it something that needs to develop over many moves. If the policies of the GOP are unpopular than how you frame it and strategize around it will be the real key.
I personally never felt the the GOP needed to negotiate anything because their policies haven't kicked in yet so there was only words not pain to negotiate on which isn't enough.
