Their request for the U.S. to cancel 'unilateral' tariffs reflects that shift."

China's administration already been down this road with Trump before if people remember. During his first term he made a deal with China to start purchasing billions in agricultural products for tariff relief. Trump made a big deal about that negotiations but when it came time for him to remove the tariffs he did nothing. China administration than stated since Trump renegged on his part of the deal they were not going through with the purchase.

After that point, Trump word meant nothing so China's administration understands any negotiations with Trump without him making the move first is a waste of time. This is probably why they are saying, they will not come to the table until Trump acts first by removing those tariffs. If Trump really had any smart negotiations skills he would have realize that playing the lying game to China wasn't a smart move. It showed a complete disrespect in their eyes and from there they will never let that slide again.

The timing of the EU fines, that hit Meta and Apple yesterday, is curious, I might be reading too much into it but it really felt like the EU going "eh? we've got nothing to worry about after all". Trump clearly overplayed his hand.
