A moneyhat is almost certainly involved but I have to wonder if maybe the game isn't optimized for consoles yet, and thus they decided to go with a streaming console first?

I wouldn't necessarily call it a Google moneyhat because:
a) Croteam is basically an indie studio which is still so stubborn to use their own engine.
b) Looking at amount of enemies shown in this video https://www.youtube.com/watch?v=VaqlJAovzXE it looks like this game can beat the record of franchise for amount of enemies being on screen at specific time
So, considering these two factors, I can see Croteam struggling to make it run on Jaguar cores without compromises to game design.
On the other hand, we have Serious Sam Collection which was rumoured to come to PS4/XB1 through some rating board leaks but it suddenly only appeared on Stadia instead.

Doubt it. Croteam was never close to console development. As far as I see, Serious Sam series only made it to XBox. The third entry actually released on PS3 - three years after the Windows release and still two years after the release on MacOS and Linux. So probably this one will also make it's way to console - way later and ported by another studio. I see no reason to think of a Google moneyhat. Just reason to see Croteam as very PC-centric dev.

When in it's history the series ever considered consoles first. Croteam probably has no experience at console development and would pay a porting company if the main release made enough money to do that.

A Devolver Digital rep told Kotaku that Serious Sam 4 will come to consoles in 2021 due to an exclusivity agreement with Stadia. We've added that information to our story.
