With the amount of studios they've brought in, they should already have enough upcoming titles in the next 2-3 years to show a noticeable improvement. The benefit of buying more studios to start new projects now, is that in the next E3 or two, even if they're only early in development you can still tease them, and it gives consumers an idea of what more will be coming in years 4-5 of the system. It also shows you're not just sitting on your laurels hoping what you have is enough.
Quite frankly, after this gen Xbox has a lot of ground to make up in regards to exclusives, especially in the public perception. It wouldn't hurt to start investing even more now to try and reinforce their committment to delivering them.
You're right in regards to it being a more long-term focus, but even just for this gen it'd still be a huge boon to either help create momentum, or better yet keep momentum if they get off to a great start with Halo. It'd be nice if Halo could really deliver this time.
