Read this just now, I believe this is 100% Pillars of Eternity. 

So im gonna assume your #12 is Baldur's Gate maybe?

11.  a) This is a one-of-a-kind RPG from a classic PC RPG series.  I actually played an NES port though.  The only modern game that is even remotely like it is Octopath Traveler.  But really, it was a one-on-a-kind RPG in it's day (and popular), and it still hasn't really been emulated since.
b)  In this RPG you aren't trying to save the world from a big bad evil guy.  Instead you are seeking to become fully developed in the 8 virtues.

DKC2 is a special game. It oozes not only charm, but attention to detail, care, and love in every way. Its pre-rendered psuedo-3D style holds up as stunningly beautiful even now 25 years later, it's incredible soundtrack remains among the best ever composed for a game. The controls are the tightest in any game ever made, and its gameplay is incredibly intuitive and addictive. It is the best platformer ever made (2D or 3D), and is easily deserving of its spot among the best games of all time.

#18 - The World Ends With You
Originally released on the DS by Square Enix in 2007 - I played through the 2018 Switch release.
Up 5 spots from last year.

TWEWY is an incredibly unique game. Its fantastic upbeat soundtrack, charming character design, modern setting, incredibly layered story and amazing character development are entirely unlike anything else I've ever experienced. I never got to play the original DS release and so couldn't fully appreciate everybody's high praise, but with its Switch release last year, I got the chance to try it out and was blown away. TWEWY is an utter masterpiece that every gamer should play at least once.

TWEWY was a really good hidden gem on the DS. Still have my old copy to this day!

Most of the people who have played it agree that it is one of the greatest games of all time.  It's just that there aren't that many of us left on the internet who even remember it.

Well, I didn't play it, but your comparison with Octopath Traveler made clear it must be one of the Ultimas (as Wizardry has a different style) and your second hint narrowed it to four. Hmm, I see Gog has Ultima IV currently for free, so I might try.
