If you mean better graphic is better model characters design and some lighting effects only then sure, but everything else, not even close. Played or not, i won't say that without checking those games graphic for at least 10 times. Sorry, in term of characters design, yeah, almost on par but the open world design, the scale of the world, FFXV is like a bottom rock compared to some super big mountains.

If by "some lighting effects" you mean one of the most robust global illumination simulations an open world game has ever seen.  Also has a host of other technical dvantages, like particle simulation.  And character models between Witcher 3 and FFXV aren't even close, FFXV is on an entirely different level.  And environment complexity is quite high.  The LODs suffers somewhat for the sake of near detail but the lods in Witcher 3 on PS4 aren't winning any awards.  And then we move to city environments and while Witcher 3 has lovely cities FFXV presents a frankly ludicrous level of geometric density and detail in its big cities.  

This isn't to say Witcher 3 is ugly, cause it isn't.  It is a very lovely game and stood out technologically vs its peers in the first half of this gen.  Only Metal Gear Solid V I would say rivaled its technical achievement.  But the open world juggernauts of the back half of this gen - FFXV, Horizon Zero Dawn, RDR2 - have all very much surpassed it.

As for vs those other two, RDR2 does soundly trump FFXV in most areas undoubtedly and is the undeniably superior package.  HZD is a lot closer though because the post processing pipeline of FFXV is is still a good sized step ahead.  And while wilderness environments and LODs no doubt go to HZD, FFXV presents some extremely high detail environments in areas like major cities.  Character models in HZD are a lot better than Witcher 3 but still noticeably inferior to FFXV.  FFXV is a blatantly far more impressive game than you are claiming.  And that's just an objective fact.

What I think looks better aesthetically or plays better is really irrelevant to a discussion of the technical side of things.

the games file size is close to 100GB on the PS4 it would take an incredible amount of work to make that any way feasible on the Switch.... I guess Doom was in the 80GB region and that came down to 25 or so on the Switch but the id tech 6 engine is known for its fantastic scalability, the REDengine I'm not so sure about given the fairly poorly performing Witcher2 on the X360, I would definitely just take this as a rumour and not much else and if it did turn out to be true, I wouldn't be pre ordering it until I seen how it runs and how much SD card this would require.

Keep in mind most of the data volume always comes from textures. Switch would certainly use smaller, lower resolution textures, saving tons of space that way. And since the foliage will be much less, you can cut many of those outright.

PS4/XBO versions are also bloated a bit because both have to fit 2 different hardwares, which the Switch doesn't have to.

FFXV have a super big open world but barren and empty mean the game rendered a lot less than it actually was, while other open world games like Witcher 3, Horizon and RDR2 rendered a lot more than FFXV, hell, even XCX open world is anything but empty unlike FFXV world. 

If Witcher 3 was a linear 8th gen game, then i could see your point, but it wasn't. Unless it was heavily downgraded like there's no tomorrow, no way Switch could handle it

Well, I'm hoping there's indeed Switch port, Witcher 3 can be stupidly downgraded just via ini, let alone mods, so this would be fun exercise in how-low-can-you-go, while still looking like original game.

Another thing I have not seen many talk about is Blood and Wine's engine improvements.  Blood and Wine looks better and runs better than the base game primarily due to foundational optimizations.  If the base game could be reworked to take advantage of that, that could further help it perform acceptably on lower end machines.
