Eh... not a good choice. They just picked him because he's famous and will appeal to people that don't care about the games.
Off the top of my head... better choices would have been Jean Claude Van Damme, John Cena, Dwayne Johnson, Jason Statham, Vin Diesel, Mark Wahlberg, Dolph Lundgren or Michael B Jordan.

He definitely needs some more facial hair. I presume this is pre-production, so there's nothing to worry about.
Give him more facial hair and put a scar over his eye and I think he'd look fine.

The series is going off the books not the games.

Yeah thats pretty much the issue, he looks too much like a pretty boy. the hair looks to "taken care of" as well. They should add scars, and maybe not a full beard but just a little bit of stubble. To give him more of a rigid look and "on the road look"
