Some of these people are in for a big dissapointment, as a lot of them keep bragging about 4K 60 fps in every game just because Forza does it.
Scorpio will probably be close to 1070, but still held back by CPU and not being able to adjust graphical settings as you like.
But that's every console.

CPU will hold the games back in 1080p in 4k its not the cpu doing the extra work its the extra memory, memory bus, memory speed and additional GPU power that does the work.
If its close to a 1070 thats really impressive.
My Ryzen 1700 even holds back my 1080ti in 1080p capping it at around 100-150 fps in some games when it could do much more if it had a faster cpu but in 4k since the gpu will not be able to achieve those framerates the cpu can relex and keep it around 60 with no problem, this should be the same case for the scorpio since its balanced quite well.
The CPU will only be a limiting factor if the Scorpio, like the ps4 pro, turns out not to be able to handle those higher resolutions since the benefits on lower resolutions will be very limited.
and obv. you are right people will always over-hype things, same goes for new nintendo or sony hardware when the best thing to do is just wait until the damn thing releases and see on digital foundry what happens :P
