Scorio has to "share" that bus with the CPU. It has to "share" it's limited memory with the CPU. It's Apples to Oranges.
It's a shame AMD didn't keep the Fury X around... Even though it's several years old at this point, it is still faster than Scorpio and the Radeon RX 580, it's much less efficient though.
But you are right, the RX 580 is mid-range crap, equivalent to the GTX 1060, just shows how far behind AMD is when compared to nVidia.
Vega should hopefully close the gap a little though, but it might not be available in quantities for months...
Flops though is not a number that can be used to gauge performance of a chip. It never has been. Never will be.

Scorpio does have one advantage. It does offload some demanding processing typically done on the CPU... And moves it into the GPU. So it does have more CPU time than what the raw numbers imply.

Ryzen is a pretty forward thinking CPU. Even though it may hold you back at 1080P today... In a few years hopefully that situation changes.
Mostly Ryzen is limited by clockrates right now that limits single threaded performance, but where it does stretch it's legs is in heavily threaded scenario's where it truly shines.
