Not these days. When you have two identical consoles with a library that offers 90% of the same games. Than the more attractive the powerful console looks. Why do you think the PS4 sold so well especially at launch with very little exclusives separating the two. Similar prices yet one console offered slightly better preformance.

The Xbox One was $100 more expensive than the PS4 at launch. The broader audience didn't care for the slightly better resolution when they went Christmas shopping, but they cared a lot about that $100 difference.
The PS4 Pro would sell a lot better than the PS4 Slim if people cared that much about performance compared to price. But it's not the case, and it surely never will be. The Scorpio will also sell less than the XOne Slim, the difference in sales depending on the difference in price.
The brand image, the hype around the console and the games are 3 other factors at least as important as performance, if not more (surely more). The PS4 is getting great exclusive after great exclusive lately (Hatsune Miku, Tales of, Yakuza, Kingdom Hearts, Gravity Rush, Nioh, Horizon...), when the XOne got Halo Wars 2 and that's it. This is a lot more important than performance. People thinking that the PS4 is winning by a landslide because it was a few percents more powerful should think about it again.
