There's going to be what - at most 15m Wii U owners at absolute maximum by the time the console is done.
For lack of a better word, these people are either the Nintendo superfans, who bought the console because it was a Nintendo console, or they bought it because it has a solid lineup of first party stuff in the first few years and they like Nintendo first party.
Both of those groups of people are, presumably, going to be on board with a new Nintendo console which is going to be the focus of their development studios going forward no matter what. They'll make their purchase sooner or later became first party will always be there, so during the first year - why not attempt to appeal to the wider audience who wanted one or two of the Nintendo games on the console but didn't want buy it? They weren't on board with the Switch regardless but something like this might sway them.

Exactly, when all is said and done 3DS will have sold something like 50 million more than Wii U. The overwhelming majority of Nintendo's current audience never owned a Wii U for one reason or another (marketing, price, droughts, etc).
3DS owners looking to upgrade to a new portable device will have their first chance to play many of these games. Updated ports of Smash Bros U & Mario Kart 8 are huuuuuuuuuuuuuuge upgrades over Smash Bros 3DS & Mario Kart 7, Splatoon on the go will sell a ton (especially in Japan).
Also im sure alot of Wii U owners will double dip, this always happens on this site. Something gets announced and people complain, then once they actually see it in motion they do a 180 and now its the coolest thing ever. If the rumors are true and Smash/Kart/Splatoon all have a good deal of new content, im sure people will buy them again.
Im willing to bet Splatoon, Mario Kart, Smash Bros, Breath of the Wild & Mario Maker on Switch all sell over 5 million with some of them over 10 million.
