Erm... Nintendo consoles haven't been the most popular in the world for a very long time now 
it has to do with communication and of course profit
I don't think small budget PC titles will ever generate the huge money smartphone games generate
Nintendo is obviously taking the free marketing for their consoles into account when deciding to develop for smartphones, people who enjoy the minigames on smartphones will propably think about giving the actual thing a try (Pokemon already proved that)
also, League of Legends must be one of the biggest money generating PC games if I'm not mistaken, so the only Nintendo game that would make perfect sense for PC and huge money would be a LoL-type multiplayer strategy game with tons of Nitendo characters and stages, including of course Pokemon and everything

It doesn't if it is homeconsole or a toaster. 3DS numbers are still bigger and that's why Nintendo is porting their Wii U games to 3DS. It is also cheaper.
