It wouldn't be a huge success but it would be a moderate success. Due to the fact that you'd have to buy extra hardware (controllers) to enjoy the games. To reach the largest audience, you have to do so seamlessly so anybody can do it. Like Pokemon Go, it has to be so easy to pick up and play.
Many old console games are already out on iOS.

But playing traditional games with touchscreen isn't that awful. Less complex controls like Gameboy and Nes can be replicated and with a few tweaks it is good enough. More complex controllers like SNES and N64 would be more challenging, but not impossible. For an example of how traditional games can work well with touchscreen looks for the Sonic ports for Android. I really enjoyed the experience I had with Sonic CD. And I think Nintendo would have a good marketing with thia cheap entry in their framchises. And let's face it, emulation is a reality, and a reality Nintendo can't do much about it. They are waking up to those things, they just announced NES Classic to take their shares of the Nes Clones. I think it would be a good idea to make money where there are none right now.

But, emulation exists. Period. And there`s nothing Nintendo can make to stop it. Releasing a PC and mobile official emulators in the form of Virtual Console or whatever just makes they make money where currently there is none for them. Making revenue from where there are none. I don`t see how it could hurt Nintendo hardware sales, since it would make sense just for people that would buy the 3DS and WiiU, or their next-gen, only to play Virtual Console games, and I believe this a very small share of the buyers. Sony released some PS1 games for Android and it didn`t hurt their sales of PS4 and sure wasn`t because of that PS3 struggled. Nintendo needs to be more adaptable to new times if they want to rise proeminence again. They are showing some solid signs that they are opening their mind more, like the partner program for YouTube videos, the NES classic and they bringing some ip`s to mobile, not just pokemon, but they are also bringing Animal Crossing and Fire Emblem. PS and Xbox releases may be out of question of course, but I don`t see why or how a PC and iOS/Android app could hurt them.

People don't buy Nintendo systems to play NES/SNES games, I reckon. Why do you think gamers would stop buying new Nintendo systems if they could find games from 20 years ago on other devices? It wouldn't be Wii/GC games, but games from the 1980's and 1990's.

i think they should make a virtual console for NX on PS4 neo, PC and scorpio.(and also previous nintendo games systems)
You pay a subscription on ps4 neo and one, and get the access to the NX virtual console, buy the games, and you can play them while your subscription is active. Those who hasnt the NX, dont need to pay a subscription.
For consumers side, you dont need to buy a nintendo console to get the access to nintendo games. And if you dont want to pay the subscription, you can buy the nintendo hardware.
For nintendo side, 5 years of subscription would generate more profit than selling a hardware(50 a year, 250$ profit with no cost on hardware), and the games would achieve much more people, so much more potencial buyers.
For developers, just do the game for NX, dont worry in optimise for ps4 neo or scorpio, they are still NX games. Nintendo who has to program an application that emulates/run NX games on ps4noe, PC and scorpio.
Win-win-win situation.
Gets all benefits of going thirdy party without going thirdy party.
