No. It will even be worse than now, especially when people will refrain from buying an Xbox One for 18 months before not buying a Scorpio either because it will be too expensive and with still no exclusive games.
I don't think they will dominate but they will sell more XB consoles than they are now so that is a good thing! And if Scorpio is more than $499 and I even think that will be too expensive for a just more powerful XB1 then it will not do well at all.
So it is a toss up right now to be honest. But with all the games coming the XB1 and XBS will do great.

If Xbox Scorpio does as its rumored, and releases LATE 2017 (nov), then no.
That "year" is already lost.
The question is will it dominate 2018 sales ?
Maybe, depending on how its priced.
They have stated that every game for Scorpio will have to work with the XB1 so i very much doubt it will be leaps ahead. Sony by delaying will I am sure be going back to the drawing board and making a few changes to their NEO console to ensure it is comparable or superior in spec. With Scorpio releasing next xmas, it gives Sony a window of about 3-4 months to finalise the spec and move on.
I get the feeling Sony will just follow suit, they have the advantage, a sales buffer and PS4 still has the momentum. I imagine it makes sense for developers as well if these two systems are close in terms of spec.
I respect MS for coming out and doing it in the way they did, Sony's statement kinda felt a bit rushed and non-committal. MS know that they could lose potential sales by pre-warning people that a better system is coming and actually giving an indicator of how much more powerful, but they're being up front. I doubt it'll shift anything though, we'll see what they can do with price.

1. The specs of the ps4.5
2. How big VR will be
3. Which one has the best VR support
4. Price
It looked like Xbox was done for but I have to say that VR could really change things up this gen.
