Dragon Quest IX might have a good shot at it. It is the same franchise with a bigger instal base. Other than that I am unsure of what else could do it.

I have a good feeling that if SE were to put DQX on Wii, with its large userbase and all, and hype THE HELL out of it, it may have a shot. (Maybe MH3 will.)
Damn things have changed since 2009 began. Here are my new visions for the end of the generation.
Wii: 135 mil
Ps3: 85 mil
360: 60 mil
Although everyone is mentioning console games, I may have to go with The Sims 3. VGChartz doesn't track PC game sales, but how many millions of copies of each expansion of The Sims have been sold? If we're only talking console games though, I really don't know (I'd put my money on a DS or Wii game though).

Frankly, neither game will do that well in Japan. Breaking a million first week would be HUGE

Ahh, The Sims 3, didn't remember that one!
It's very possible, but we're talking about data that can be tracked on Vgchartz.
Heck, I'd love for a PC chart one day, but it's too much to ask.
