Teraflops isn't an accurate denominator for gauging total system performance as rendering a game is more than just floating point math.
You can have a GPU which is 1,000 Teraflops and a GPU which is 10 Teraflops, if the 10 Teraflop GPU has superior Texturing, Bandwidth etc'.
Then it will win every time for gaming.
For example... Take the Radeon 5870 and Radeon 6970. Both have roughly the same "Gflops". - The Radeon 6970 will win pretty much every time, because it is a better balanced GPU.
With that said... I don't see why the NX wouldn't support a HDMI standard newer than HDMI 1.4, thus 4k would be entirely possible, albeit likely restricted to more casual/arcade/simple games.
Fun fact, the Xbox One and Playstation 4 could also do 4k, it has the capability, but the framerates would be limited to 30fps due to the HDMI 1.4 limitation... Performance is another matter entirely, which is why we don't see it used for gaming. You get what you pay for.
