What is there to decide if not enforcing parity or not?

There's no sign of parity in either Episode Duscae or this latest demo though; PS4 runs at both a resolution and a framerate advantage in both, and I see no reason to think this will change in the final product.

How is parity to blame for resolution and framerate shortcomings on PS4 if X1 is not actually on par, but even worse? If both games ran at the same resolution you might have a point, but they don't. 

That statement seems to me like they're just trying to avoid controversy by not confirming that one will run worse than the other.
