Was looking for this question too but can't find any answers online, if SE goes the greedy way they'll limit this and turn it into paid DLC(Carbuncle summon) in the future, but I hope not or at least give it as a free DLC.

Damn hope it will still be available by the time I come back from my trip by the end of the month.

I wonder if I could register it on my PSN through the store site while in india

 wonder if that will affect my chances of downloading it when I get back to the US.

Try the playstation store on the pc with your account and download it there, I think it will record your download/purchase so you can just download it later when you get home.
