While VGC estimates are far from 100% accurate, there number of people downloading games in 2016 is far greater than the number of people downloading games in 2014.
We simply cannot expect a change in the numbers without further solid evidence.

My thoughts exactly on this, digital downloads are only on the up and up in this gen compared to the last, easily enough to make up for the .5m difference between Vgchartz numbers on both of these titles.

Also, since we discuss about this, The Division could be the bigger new IP at lauch, but still, that's only launch. If we talk about lifetime, so with legs, and after a long time, this is the real chart:

Huuum, no, sorry just no.
When deciphering companies spin statements you have to read EVERY SINGLE word.
"The Division is breaking records. Ubisoft announced today that its third-person action-RPG has sold more copies in its first 24 hours than any game in Ubisoft’s history. Total digital full game sales of The Division also set new, single-day company records across PC, Xbox One, PS4."
"With the initial success of The Division, Ubisoft now has three of the top four most successful new game brand launches in the history of the gaming industry."

EDIT:
"Ubisoft announced today that The Division is not only the company’s best-selling game, but also that it had the biggest first week ever for a new game franchise, generating $330 million* globally in its first five days."
" * estimated world-wide revenue from physical and digital full game sales (including gold edition) only, according to GFK Chart-Track, first parties, retail customer sell-through and internal estimates through end March 12th at current exchange rates"
