Robin for example has a role purpose on the reading of the Poneglyphs, as well as a sadisctic humor, Jinbe is just quiet and well manered, he is too old to join a crew with younger people, he could at least have a tsundere personality, but he doesn't, he has to change quite a bit to fit on the main crew, but he could very well lead a Fishman Pirates crew under Luffy's wing, that would be a powerful ally to have. Also he is already too strong to join, of course having strong people is great, but I rather have someone becoming strong while there, not already getting there strong, like everyone else did.
About the female crew member, that has to be Vivi, Vivi is basically one of them already, and she has a freaking lot to develop together with them, it would be really nice, she had to be a damn princess, hasn't she... *sigh*, but I'm still hoping she'll join, specially now that she is finally on the sea.

It's been so long since a crew member joined, I'm not sure what actual roles they have left to fill. Maybe a dancer to go along with Brook's music? A spy to gather information on other crews? A secretary to handle pirate PR? A giant mermaid to push the ship when it's in trouble?
*coughs*
Taking over the Sun Pirates and flying the Strawhat banner is probably the most viable option, though I think his addition could work, if Oda wanted to go that route. Combat-wise, having a fishman karate expert would be interesting, and he's a unique race as well. He's older, but I see it as like the older dude that seems to join your party in JRPGs all the time. He, Brook, and Franky can be the Old Man Trio (Franky won't like that but oh well...hehe).

Usopp's luck power is nothing to sneeze at, but I think of the Monster Trio in terms of actual fighting power...and how they're all so OP but have such simple motivations (food, swords, women). Usopp's more like the "real" character in the group, compared to them.
At least this arc seems Sanji-focused, so I'm hoping he does something to reclaim his spot! Even though I feel Usopp will keep rising. I'd like to see Zoro's face if Usopp ever passes him XD Oh boy...
