Devil's Third is probably the correct answer, but I'm going for Animal Crossing. Oddly, I'm going for it because of how absolutely gorgeous it is. It to me just displays a complete waste of potential, and that takes it below Devil's Third.
I haven't played any of them, but the idea behind Animal Crossing: Amiibo Festival is just ridiculous.

I kinda feel bad for Kyogoku on Amiibo festival. I mean, she co-developed New Leaf and this was probably her first shot as a solo director and I think she really wanted to do this, along with producing Happy Home Designer. Unfortunately, it looks a little boring, aside from a few activities in the game. Maybe with a little more time...?
I pick Ultra Smash, even though I haven't played it, at this point since it could've been so much more instead of a by-the-books type of game. Great gameplay mechanics and graphics, but not much more. I mean the online options appear bare minimum and the character selections is a far cry from what could've been. Smash and Mario Kart evolved their roster while Ultra Smash kinda phoned it in. Again, like Amiibo festival, it was probably due to lack of time since the Wii U is still struggling to get games out consistently, especially once Star Fox Zero and Zelda U got delayed.
As for Devil's Third, it looks almost all over the place, but appears to have some form of fun factor according to those who played it.
I haven't tried any of these games yet so I cannot really make proper judgments.
Edit: Amiibo festival kinda looked like the game of LIFE, which is a fun board game back in my day. Unfortunately, combining a board game to a casual, laid-back experience like Animal Crossing did not appear to be a good combination.
Mario tennis is good,it's just low on content.
Devil's third is also good for multiplayer and such and apparently fun. People are enjoying it.
As for amiibo festival, that gets my vote.

Ultra Smash had very little content...
Then there is Amiibo Festival...
allow me to stress this to you--- Amiibo Festival is the expansion of a bonus mode in Mario Party 10, which some have declared the worst MP game so far. MP10 itself was based on the exact concept of MP9 which fans didnt even like then. also, exact models and sound effects for MP10 came directly from MP9 and Wii Party U.
Amiibo Festival is a glorified game mode from a rehashed version of the least popular Mario Party game ever. not to mention that it is barely even a game now. You tap your amiibo to the gamepad and watch the screen. THATS IT. no minigames, extra content, there is nothing there at all.
My vote is for animal crossing as well. The game could have been great if it was a real AC with the board game as a bonus. I still think the game is cute, but not fun.

I've played it, I found it about as fun as a lemon juice bath after an acupucture appointment, but that's me.
