While i think it is fair, the problem is that it is impossible to apply this policy to every game, therefore creating a scenario of even more biased decisions about scores.
On the other hand, it is not like review scores arbitrariness made sense before this.

To rely on ign ratings is anyway a bad idea. Please don't make a rating from ign decide if you buy a game or not.
Since old times the percentage rating-system is the most common in the gaming industry. But is it really a good system? Are there 100 criterias where we can tick yes or no and give the percentage according to the amount of yes ticks? What's really the differents between a game scoring 85% and another one 86% or even the difference between 70% and 74%?
It would be odd to rate a movie with percentages (yes, imdb.com has a rating of 10 stars, further divided into 10 "part-stars" behind the comma but it just comes into action for the intersection of all ratings, you realy can only rate full stars). Usually you have a 3-, 4- or 5-star-rating system or no rating system at all, you actually have to read the article and the opinion of the writer.
The same goes for books, it would be hilarious to have a percentage-system to rate books.
What makes a game more complex than a movie or a book?
Yeah, Splatoon has a lot more content now thanks to all those free updates.

Then why can't I play those parts right away? I already paid for it, why do I have to wait?
The game came out with 2 good modes, and that was it. Ranked battle was added just 3 days later, so that was cool. How long until the other modes? 2 weeks? 2 month? Isn't that annoying?
And it's not like it's locked behind challenges, and be given as reward. That would've been cool. But no, it was just there to be unlocked when Nintendo thought it was fitting to get released.

It still doesn't deserve a better score because the content comes later, imo. Sure, we get it for free and everyone loves free stuff. But imagine Pikmin 3 doesn't get it's mission mode until 2 months after the game released. We got it for free, great, yet it wasn't available until who knows when.
A better option would be to do a seperate review for the DLC packs. That is normally done. It's complicated with Splatoon since it came with mode, gear, maps, and/or weapon; how about reviewing each mode as it's own pack?

If it makes you feel better, you can pretend that the actual reason behind the new score is that Black Friday is comming up and Nintendo is finally employing some of those standar industry marketing tactics. It's Ign after all. This way you don't have to bust your head thinking if it was deserved, if its the right way to do the review or whatever.

The point of reviews is to inform the buying public what the quality of a product is. I don't own Splatoon. If I am considering buying it, and I go to IGN for a review of the product, said review should reflect what I would be purchasing today. A re-review obviously makes sense.

Only 8.6? it deserves at least a 11.
