The only reason people liked the dreamcast was the games, and SEGA hasn't released a game as innovative as any on the dreamcast for a while now

Not sure if people understand how much video game consoles cost.
10 million is a complete and utterly laughable joke.
We are talking a 5-6 billion $ investment at the bare minimum.
100's millions on controller R&D alone.
3+ billion contracts for cpu/gpu
Billions more spent on marketing and design for the rest of the console.
Then you have R&D for software APIs, documentation, etc
Maybe 10 million in the 80's
Come-on people we are talking about devices that retail for $300-$400 and still lose money. This is why Nintendo can't compete with Sony or Microsoft on a spec or software api level, it simply costs too much to develop these high end systems without third party support. There is no way Sega will ever come back and make a new console.
This is also the reason why this gen will last 8-10+ years, it simply takes that long to recoup the investment.
Even if 10 million people were to kick start such a console everybody would still have to donate hundreds in addition to actually buying the console.
There are too many consoles already, we just need 2, to encourage competition

It's not really anything like that. Sony don't get paid royalties if someone decides to buy a movie and use one of their players to watch it, but they do if someone buys a game on their console. They have a considerably larger incentive to attract someone to their consoles than they do their DVD/Blu-ray players, thus exclusives are logical (hence everyone in a position to do them in some capacity does).
