Been [re]playing Wind Waker HD recently and the game is 30fps. And at times, with how smooth it was, I don't know if they have some tech that interpolates frames or something, but it felt really smooth.

When done right (no fluctuation, motion blur, etc...) 30fpos feels quite smooth enough. The main objective for any game should be to make sure the frame rate is rock solid. And Naughty Dog usually manages that.

The demo looked fantastic so I really don't care if it is 30 FPS. I play games for the enjoyment they provide, not spec sheets.

How is it that a set in stone gameplay experience (single player) can't hit 60 fps, but a dynamic one (multiplayer) can?

This isn't a dealbreaker. I'm just confused.

Single player will have more demanding setpieces and destruction, while multiplayer is usually more static.
