And some speculate that Nintendo would only allow this if Ryu was set to feature in another Nintendo-console game soon. But we know that Street Fighter 5 is Sony-exclusive (console-wise, not counting arcade and possibly PC), so it won't be that.

So what Capcom fighter (or alternative Ryu-featuring game) could such a title be?

Mega Man is a different situation. One of the big selling points of Smash 4 was that it had the four characters that people associated with classic gaming, together. Mario, Sonic, Pac-Man, and Mega Man. Sonic was a veteran. Pac-Man is owned by the same company that made Smash 4 (the owner of the dev studio). So Mega Man was all that was needed to complete the quartet.

Ryu, on the other hand, is in a completely different category. Still classic... but not in the same group as Mario, Sonic, and Pac-Man.

But other than that, I wouldn't be the least surprised if a Mega Man was in development. Mega Man VC games were released all through May, which is another reason to think something's going to happen. In short, you're a few days too early in asking that question.
