Is Four Swords considered a full game? I always thought of it as a little bonus mode for the Link to the Past remaster.

I've never seen it not be considered a Main Game in the series. It has a story, introduced Vaati, and has a place in the official timeline. 

The 3DS has at least two more years before it's replaced, so I see no reason for a new handheld Zelda to not come to it. I figured it would be next year, but with Zelda U pushed to next year I dont know anymore.
