They wanted to have Monster Hunter-like multiplayer, so there's no meaningful NPCs or party members. So, without any character development, there's not very many opportunities for compelling plot points. Multiplayer can be fun, but it'd be hard to find people this late.

Yeah, that's what it was! It bothered me how quiet the party members were. Everything past 3 was set to where at least your part members had at least SOME story, in 9 you kinda just made them and during cut scenes they'd disappear and had no dialogue, etc. Some NPCs were half-way decent, imo, but the majority didn't try standing out as half of them were just there to give you missions. Definitely not a bad game, but suffers from a few glaring issues -especially compared to the rest of the series. I'm just hoping 11 won't end up the same.
