It is mostly a cinematic effect, so I see why it'd be used in games like Uncharted with forgivable gameplay. It also works in racers to emphasize the speed. It's like the speed lines in anime.

But I'd still disable it in any game that requires precision and skill.

To be fair, XCX isn't exactly the kind of game that needs instantaneous reflexes and pixel-perfect accuracy. ;)

Oh, definitely not! But it'd still annoy as it's much more gameplay focussed than say Uncharted.

This thread has got me rewatching the early footage a lot, and I'm noticing quite a few little technical hiccups I didn't pick up on at the time, which have since been smoothed over. Just typical "unfinished build" type stuff like glitches and placeholders that don't really show up in screens, but in motion are jarring. That's why I don't really see the overall product as having been downgraded; some elements clearly have been, but the more I watch the original footage I notice flaws that are conspicuous by their absence since around E3 2014.

Also the use of motion blur doesnt make up for the texture and structural downgrades, and can be used to hide low poly / low texture detail objects, going off of the scene changes, i'd say it was part a aesthetical choice and part a cost saving measure on resources that the number of dolls in the scene was greatly reduced. as well as much of the internal geometry of the buildings interior.
