Truth be told I'm not a fan of motion blur either, at least not in instances like this, (I think it works best for arcade racers or in games like Uncharted) I was just saying that it is an additional effect.

It is mostly a cinematic effect, so I see why it'd be used in games like Uncharted with forgivable gameplay. It also works in racers to emphasize the speed. It's like the speed lines in anime.
But I'd still disable it in any game that requires precision and skill.
