Simply put THERE IS NO SUCH RUMOUR, merely supposition from FUD-spreading forum dwellers who in all honesty probably know little more than yourself.

Well, they could base a new console on POWER 8 (the newest PowerPC based Processor), but I highly doubt it since it is totally geared to High Power Computing in Serverfarms with a hugely complicated layout to boot. So, while possible, it's not really probable they would do so. An AMD Zen based processor will by then probably be the logical choice, and even an ARM-based CPU might be possible considering their fast-paced development.
However, since CPU and GPU are advancing in a more Power per Watt direction, a new Nintendo Console in 2017-2019 could easely outpower a PS4 while consuming much less power than the latter, which means Software emulation might be possible by then.
Also, NX will probably be a handheld system, which renders the point of this discussion rather moot.
Think about it. XChronicles took some 3-4 years to make, yes? And we'll be expecting the new Nintendo system to be available in probably early 2017.. These big games releasing on the "failed" Wii U will be saying like it's not worth putting in so much effort to make XChron and Zelda Unknown for anything past the Wii U's product life-cycle.
The new system HAS to be backward compatible, especially since we're going to see bigger games coming to the system in the years to come (hopefully).
I think it really depends on what software we'll be seeing towards 2016 that REALLY makes the decision of backwards capatability.
This year's E3 should decide that factor.

Nintendo doesn't replace their consoles until they've finished five to six years on the market. The Wii U has a little over two years left in it. Zelda and X are coming out this year and Nintendo will definitely be needing them because the One looks like its going to dominate third and fourth quarter.
Nope, the NX is likely a handheld.
