But the c stick for the new 3DS will control all of that. Could it just need some minor tweeks?

Circle Pads aren't very good for precise movement either and the 3DS hardware's design required that the C-stick was designed in its current, awkward way.
Ideally, for the sake of pleasing the broadest possible audience and optimizing performance for as many video game genres as possible, both sticks would look the same.
